If you really want to desigh your own template then try these softwares.
Artisteer: This software will allow you to crete a template for your blog, Joomla, drupal, wordpress etc.. accounts It also allows you to crete a HTML template. Isnt that great? Before using this software try to understant it throughly. This software will allow you to design a template. You cannot desisn it by page by page. First design a template then export it as HTML file and then edit the contents. The exported content will have only one page you can easily add menu or contents by editing the HTML page.

To edit HTML files use notepad++ rather than notepad. notepad++ is free to download.
